since early sunday morning. >> pam: she is considered to be at-risk because of her age. the 13-year-old is described as hispanic. five- feet- five inches tall. and weighing 130- pounds. >> pam: she was last seen wearing black yoga pants or leggings. and a blue/ green sweatshirt with the word "diamond" written across the front. >> pam: the battle over the bart contract with its unions is intensifying. the bart unions say, the bart district board of directors has broken the law. and now the unions will hold their feet to the fire by taking them to court. kron 4's dan kerman has more on this latest chapter in the contract dispute. >> reporter:attorneys for barts? two largest unions have filed suit in alameda county superior court against bart and its board of directors for refusing to approve and implement a tentative contract agreement reached between unions and management back in october.

unions say bart?s decision to remove a paid family medical leave provision before approving the contract is a violation of state law. >> reporter:bart maintains the family leave provision is too costly, should not have been in the contract in the first place and was a mistake. unions say that will not hold up in court as a justifiable cause. unions also addressed the possibility of going back on strike. >> one side the union employer has second thoughts or remorse to say where we did not agree on something as a way of getting out. as a result of required those employer signed the contract that they agreed to. >> we have not planned or

scheduled a strike at that time. we are not ruling out any option but we have not planned or scheduled a strike at this time. >> reporter:for its part, the bart district maintains. it negotiated in good faith and there was nothing wrong with pulling the family leave provision before okaying the contract. bart says, all the lawsuit will do. is delay a resolution to this dispute. >> it was just a mistake and should have never been in colluded of your to quickly try to come to a resolution so that riders will not worry.

last. >> pam: earlier today in santa rosa, local government officials voted to consider building a park. in honor of teen andy lopez. who was killed by a sheriff's deputy. >> pam: they also considered putting together a task force on police community relations. but as kron four's terisa estacio reports, the task force is already facing some criticism. and it hasn't even had its first meeting. >> reporter: it would also need to discuss ways to improve community relations. the shooting has created a lot of animosity. this task force will be made of 21 people appointed by supervisors, the d.a.'s office and sheriff's department. review of policies and cameras to record action spirit
